POSITION TITLE: BUILDING OFFICIAL
EXEMPTION STATUS: Non-Exempt

GENERAL POSITION SUMMARY: The purpose of this classification is to perform professional tasks, including but not limited to, administering and enforcing state and local codes to regulate the building construction industry by establishing, updating, maintaining, and implementing procedures for permitting and inspections of buildings to ensure public safety.

GENERAL DUTIES AND RESPONSIBILITIES:
* To support the vision, mission and guiding principles of the city.

• While performing any procedure, all personnel must observe applicable Safety, Health, and Environmental rules and guidelines.

• Attend and participate in training opportunities and seminars relevant to this position.

• Adhere to appropriate city operating procedures, benefit rules, employment, and safety policies/practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Coordinates the building permit processes for the City.

• Issues building, electrical, mechanical, plumbing, and HVAC permits.

• Issues Certificates of Occupancy and Certificates of Completion.

• Performs on site inspections to projects in a pre, during, and post construction state.

• Performs technical tasks to support department functions; reviews and approved applications for permits; answers related questions; prepares reports; conducts reviews of building and construction documents, plans and other related information; reviews technical reports for compliance.

• Interacts and communicates with groups and individuals to provide information and assistance; works with contractors, engineers and developers on construction and site design related issues.

• Provides professional recommendations and analysis of information to determine condemnation and abatement of property.

• Represents the department in various administrative and professional situations.

• Performs other related duties as assigned.

JOB SCOPE
Job has recurring work situations involving high degrees of discretion. The need for accuracy and effective utilization of accepted programs and routines is high. Errors in judgment will waste resources and adversely impact performance. Incumbent operates independently but work is verified. Content of work priorities are determined by supervision. The purpose of this position is to ensure compliance with federal, state, and local regulations in construction and development activities.

COMMUNICATIONS/CUSTOMER CONTACT
Contacts are typically with other city employees and the general public. Contacts are typically to exchange information, provide services, and resolve problems.

Education and Experience
• High School diploma or GED and one to two years experience combination of education and experience.
• Fluent in Spanish language preferred but not required.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type vehicle or equipment operated.
• Have an acceptable Motor Vehicle Record.
• Be able to take and pass a Drug and Alcohol Screening.

Knowledge, Skills and Abilities
• Knowledge of CABO, Standard Building code, Georgia Energy Code, ANSI, Plumbing, Mechanical, Heating, Gas and national Electric Codes.

• Knowledge of construction materials, practices and procedures.

• Knowledge of construction materials, practices and procedures.

• Knowledge of City, County, ARC, state and federal codes, ordinances and regulation pertaining to development.

• Knowledge of city codes, policies and procedures.

• Knowledge of management and budgeting principles and practices.

• Ability to review, understand and interpret design drawings, construction plans, construction specifications, engineering plans and maps.

• Ability to prepare and deliver presentations.

• Ability to communicate clearly and effectively, orally and in writing.

• Ability to establish and maintain effective and courteous working relationships with City employees, City officials, developers, builders, contractors, lawyers, architects and the general public.
