IT Manager
POSITION TITLE: Information Technology (IT) Manager
JOB FAMILY: Information Technology
Perform the installation, configuration, administration and maintenance of networks and computer systems. Set up user accounts on City’s servers. Run necessary system backups. Provide technical support and troubleshoot problems on local area network (LAN) and data networks. May perform some programming for switches, routers, servers, and multiple system software.

• While performing any procedure, all personnel must observe applicable Safety, Health, and Environmental rules and guidelines.

• Attend and participate in training opportunities and seminars relevant to this position.

• Adhere to appropriate city operating procedures, benefit rules, employment, and safety policies/practices.

• Setup and install supporting hardware, software, and peripheral equipment.

• Perform selection of equipment and purchasing decisions at direction of IT Manager as appropriated by budget.

• Assist in preparing status reports and/or other related documentation on testing quality and effectiveness of delivered products.

• Monitor equipment, software, network and/or other system operations for activity and connectivity and maintains associated logs.

• Perform diagnostic tests on equipment and hardware.

• Provide communication of the needs of all City of Norcross departments to IT Manager.

• Perform system backups and restore for system-wide server.

• Operate computer/server and related software applications.

• Troubleshoot and resolve hardware, software, network and other problems.

• Train and support users on computer hardware/software and other electronic office equipment.

• Prepare weekly and quarterly reports on status of IT Department.

• Attend technology meetings at the direction of IT Manager.

• Hires, trains, supervise, councils, and evaluate staff.

• Develops and implements operating policies and procedures as well as short and long range plans for the department.

• Develops the operating and capital budgets for the department; oversees the monitoring of expenditures under the current budgets.

• Reviews the operation of each departmental function to ensure compliance with procedures and to assess efficiency and effectiveness.

• Assists other department heads with performing duties and resolving problems as necessary dealing with department wide technologies.

• Serves as purchasing officer for the department.

• Serves as Budget Manager to prepare, manage and present a department budget.

• Exercises staff oversight to ensure new operations plans, policies, procedures, and transition/migration plans are consistent with the overall company goals and objectives.

• Holds responsibility for capacity planning and scheduling vendor negotiations related to IT.

• Oversee all physical and network security of the Information Technology infrastructure.

• Any other duties as assigned.

Job has recurring work situations involving high degrees of discretion. The need for accuracy and effective utilization of accepted programs and routines is high. Errors in judgment will waste resources and adversely impact performance. Incumbent operates independently but work is verified. Content of work priorities are determined by supervision.

This position is responsible for installing, maintaining and coordinating the City’s computer networks, personal computers and communications systems. Work involves developing and modifying applications for users; maintaining system hardware and software; serving as administrator for local area networks, troubleshooting computer problems for users; and maintaining and coordinating the maintenance of the City’s communications system.

Education and Experience

• A.A. or greater.

• Excellent problem-solving and analytical skills.

• May require additional IT certifications.
