Public Relations and Marketing Specialist

            EXEMPTION STATUS: Exempt

            GENERAL POSITION SUMMARY: Performs complex administrative, technical, and professional work related to providing consistent public information, public relations, marketing, and promotion of the City of Norcross 
            POSITION RELATIONSHIPS SUPERVISES:  Subcontractors, Social Media Manager, Graphics Designers, and Video Producer

  •   Will design, develop and implement long-term, strategic, city-wide Public Information, Marketing and Public Relations Plans. 
  •   Plans, develops and implements informational programs and activities geared primarily toward the general public to enhance understanding of City operations, functions, and accomplishments.
  •   Aggressively pursues opportunities to promote the City, develops and maintains an awareness of City programs and events, and regularly contacts various groups, associations, and the news media. 
  •    Develops and delivers various types of media for promotional and educational purposes, to enhance media relations, and to increase the visibility and credibility of the City government. 
  •    Creates and manages downtown events that aim at increasing foot traffic in the downtown area.


  • Designs, develops, organizes and recommends public relations materials, programs, activities and strategies to: \
    •  place the City in a favorable light in the public’s mind
    •  better communicate the City’s vision, values, central themes, goals, and messages to internal and external audiences 
    •  promote goodwill toward/from the City
  •  Assists in organizing, publicizing, and/or coordinating public relations and special events/activities (including Spring & Fall Festivals, July 3rd, etc.) Serves as Events Committee Chairperson for the City.
  •  Writes and places articles in local, state, and national publications regarding city projects, programs, issues, staff, and elected officials
  •  Makes presentations to various groups on City activities and functions, history, annexations, and other similar public information, marketing, and promotion topics
  •  Prepares public relations information for the City Council, City Manager, Department Heads and other city officials and employees
  •  Assists other departments with production of various reports, publications and speeches and responsible for reviewing and approving all city and city event promotional collateral prior to distribution.
  •  Responds to inquiries from the public regarding City policies, regulations, services, facilities and departmental activities as necessary.
  • Represents the City at business, civic, industry, governmental, and community meetings; and at educational institutions.
  •  Serves on various boards and committees as requested.
  •  Develops and recommends customer service strategies on a City-wide basis; coordinates and oversees implementation of adopted customer service strategies; recommends customer service training as needed
  •  Speaks to groups concerning city matters


  • Marketing
  •  Develops marketing programs and strategies to:
    •  Businesses and developments targeted, recruited, attracted and secured by the Economic Development Manager 
    •  promote tourism in Norcross to generate positive economic impact for city businesses 
    •  encourage annexation into the City and support and initiate efforts and activities that create and encourage positive PR inside newly annexed areas 
    •  market City services to citizens, community groups, and other organizations
  •  Develops informational, marketing, and promotional materials using a variety of media, including newsletters, brochures, fact sheets, consumer publications, radio and television public service announcements, advertisements, pamphlets, photographs, articles, reports, charts, graphs, maps, videos, and the City’s website and the A Place to Imagine Website
  •  Oversees the writing, editing, designing, format, and production of materials used for public information, public relations, marketing and promotion; reviews all external communications initiatives
  • Assists with the design, formatting, and publication of major city publications in other departments, such as the annual budget, comprehensive plan, etc.
  •  Develops and maintains active and strong working relationships with organizations, groups, and individuals influencing Norcross, including:
    •  Gwinnett Convention and Visitors Bureau
    •  Georgia Municipal Association
    •  Gwinnett Chamber of Commerce (Partnership Gwinnett)
    •  Georgia Department of Industry, Tourism & Trade
    •  Georgia Economic Development Association
    •  Civil and community leaders, and business leaders
    •  Homeowners Associations
  •  Provides information for the Comprehensive Plan in areas relating to marketing, public relations, and information dissemination functions
  • Arranges and conducts tours of the City and city facilities
  •  Oversees contracted photographic assignments and when necessary serves as official City Photographer; takes photographs of City events, meetings, construction, etc.
  •  Manages consultants hired to provide services relating to public information, public relations, marketing and promotion for downtown Norcross events.
  •  Maintains, inventories, and re-orders City marketing give-away items for use by PR, Economic Development and Welcome Center only.
  •  Submits reports on significant activities to the City Manager as requested by City Manager
  •  Maintains a current working knowledge of applicable laws, ordinances, policies, rules and regulations
  •  Studies local news to gauge public interest and reaction to City-related concerns; identifies news/information with potential impact on the City; advises City officials of news articles and issues of potential media interest.
  •  Other duties as directed by the City Manager.


  •  Work is performed with a high degree of initiative and independent judgment in developing, evaluating, and presenting public relations, marketing, and promotional data within established objectives and policies. Must meet quality, cost and time requirements by expert use of time management practices.


  •  Works closely with other staff, including department heads and the City Manager.


  • Education and Experience
  • A Bachelor’s Degree in Communications, Journalism, Public Relations, Marketing, or a related field.
  • Knowledge, Skills and Abilities
  •  Knowledge of the principles of effective communication, publicity, marketing and community relations.
  • Skill in writing and ability to plan, organize and effectively present ideas.
  • Equipment and Applications
  • Knowledge of modern office practices, methods, equipment including electronic filing system.
