You must be registered 30 days before any election to be eligible to vote in that election. If you are already registered and have had a change of name or address, it must be changed 30 days before any election to be effective for that election.

Yes. Between the hours of 9:30 am and 4:30 pm, each elector who is 75 years of age or older or who is disabled and requires assistance in voting shall, upon request to a poll officer, be allowed to immediately vote at the next available voting compartment without having to wait in line.

Alternatively, a disabled or advanced aged voter may vote an absentee by mail ballot by completing one application and receiving ballots for that primary and general election and any runoffs.

Any registered voter eligible to vote in an election may request an absentee ballot up to 180 days preceding the election(s). The voter is not required to provide a reason, but specific reasons can be indicated on the application. Voting by mail allows voters to obtain and submit their ballots for any election by mail. It’s easy to request a vote by mail ballot. A request for a vote by mail ballot is election specific. The application is only valid for one election unless the voter is disabled or of advanced age.

If a voter cannot vote in person because of physical disability or is 65 years of age or older, they can mark the designated box on the absentee ballot application to receive a ballot for all elections for that year.

A new application must be submitted each year. Georgia does not have a permanent absentee voter status.

No. The City of Norcross conducts its election separately, as most municipalities do in Gwinnett County.

Once received, the absentee ballot should be voted per the instructions.  The absentee ballot comes with two envelopes -- one Official Ballot (white) envelope and one with an Oath of Elector (yellow), printed on the backside, and that is pre-addressed. Once the voter has made the ballot selections, the procedure is as follows:

• Seal the ballot in the Official Ballot (white) envelope

• Place that envelope inside the yellow oath envelope

• Seal the oath envelope 

• Sign the oath 

• Place postage on the pre-addressed envelope

• Mail or personally deliver the ballot to the Elections Office by 7 pm Election Night

• For a voter who is disabled, an adult relative, an adult individual residing in the household of the disabled voter, or a caregiver may return the ballot.

An adult relative of a disabled voter residing inside the county may apply for an absentee ballot, but shall not vote for the disabled voter. The disabled box on the application must be checked, and the relative making application must sign the application appropriately.

No. Ballots must be mailed or voted in office unless the voter is unexpectedly admitted to the hospital within the five days before the election. Contact the Norcross Elections Office for detailed information.

Applications: The last day for the Norcross Elections Office to accept completed absentee applications is 5:00 pm on the Friday before the election. The last day ballots are mailed is the Friday before the election. All applications will be processed in the order received. The Norcross Elections Office does not recommend trying to vote by mail the week before the election. Ballots cannot be guaranteed for delivery.

Ballots: All voted ballots must be received by the Elections Office by 7:00 pm on Election Day. Any ballot received after 7:00 pm on Election Day will not be counted, regardless of when the ballot was mailed or postmarked.  

The last day to vote in person is the Friday before an election. There is no advance voting on Saturday, Sunday, or Monday immediately prior to the election.

Yes, if the voter pays the shipping charges, the Norcross Elections Office will express mail the ballot if there is enough time to do so before any deadlines. This process requires a prepaid express mail (or overnight mail envelope) to the Elections Office, or the account number to bill the charges to. Paying for expedited mail does not expedite the regular processing of the voter’s absentee ballot application. The application will be processed in the same manner as all other applications received at the same time.

Yes, by law, if the ballot has not been received by the voter in a reasonable amount of time, the voter must complete an Affidavit of Lost Ballot form (see below) stating that the original ballot was not received.  Once the Norcross Elections Office has received the form, a second ballot will be mailed, but only if requested.

If the voter comes into the Norcross Elections Office no later than the Friday before Election Day and completes the form (see below), the voter can vote a paper ballot in the office immediately.

If you have the ballot, you may take the absentee ballot to your polling location during Advance in Person voting or on Election Day, to turn the ballot into the poll manager, and vote in person. 

If the ballot has been mailed but has not been received at the Norcross Elections Office, the voter must complete an Affidavit of Lost Ballot stating that the original ballot was not received or has been misplaced. The poll manager will contact the Elections Office for confirmation, and the voter will be allowed to vote in person at the Advance in Person location or Election Day polling location while they are in operation.

If the ballot has been received and accepted by Elections Office, the ballot cannot be canceled.

The City will utilize paper ballots to tabulate the respective votes.

Yes. You may request a change card to update your name or address.

A provisional ballot is a paper ballot used by a voter when their eligibility to vote cannot be determined at the polling place; see scenarios below. Voters who declare they are registered and eligible to vote in the City in which they desire to vote, but whose names do not appear on the registration list, must be permitted to cast a provisional ballot. If you have a good faith belief you are registered correctly in your City, you have the right to vote a provisional ballot. The provisional ballot will count if your eligibility can be determined within three days after Election Day by your County Registrar’s office.

• I am a registered voter in this county, but I am told I am at the wrong polling place in my county.

• I am a registered voter, but I am told I am registered in a different county.

• I believe I am registered to vote in this county, but the poll worker cannot find my registration, or the Registrar’s Office cannot confirm my registration.

• I am a registered voter in this county, but I did not bring a photo ID to the polls.

• I am a first-time voter in Georgia, and when I registered to vote by mail in this county, I did not provide a copy of identification verifying my name and address.

• I am voting during extended polling hours in an election in which federal candidates are on the ballot.
