Director of Public Works
The Director of Public Works directs the various divisions and oversees all capital project development planning, design and contracting services. Direct operations and maintenance of the city's right of way, pavement, curb and gutter, sidewalks, traffic signs, stormwater pipes and structures, roadways ditches and responds to public complaints and needs. The Director also oversees the Power Division operations and maintenance of the city's power lines and oversees the operations and maintenance of the city's parks as well as the execution of all planned city events.

- Gwendolyn Franklin is the Administrative Coordinator for the Department of Public Works.
- Charlene Marsh is the Capital Projects Manager for the Department of Public Works.
Facilities & Fleets
This division manages the various public works entities for the city. This division is in charge of construction, repair, and maintenance of all city-owned property, as well as coordinating equipment and manpower within the division. Maintenance of street signs and right-of-ways also are done by this division. Maintenance of all streets and facilities is the responsibility of this division.
Parks
Come relax in one of our city's beautiful parks, among winding sidewalks, gorgeous landscapes, and spectacular trees, including the towering American elm in Betty Mauldin Park, the largest American elm in the state of Georgia, and over 100 years old. Take a walking tour or ride your bike (bike racks available at all parks) and enjoy all of our city's 1,123 trees.
Michael Jones, Parks Superintendent, has worked for the city for eight years. Mike attended Alabama State University and has a Bachelor of Science degree in Business Administration, and also has a Master of Arts from the University of Toledo in Recreation and Leisure Administration. He has been a member of the GRPA (Georgia Recreation Parks Association) since 2014 and of APWA (American Public Works Association) since 2016, and has earned his Public Works Management Certification from the Carl Vinson Institute of Government. Roads & Stormwater
The stormwater utility falls under the purview of the Public Works Department. A stormwater fee is charged to control and improve the discharge of water from property to meet EPD standards. The fees are used to improve and maintain drainage, to reduce flooding, property damage and to comply with new state and federal regulations. The City of Norcross worked hard to create a fair and equitable stormwater fee schedule. Property owners in the City pay only $2.05 per 100 square feet of impervious area.
Donald Maxwell , Stormwater Superintendent, has worked 35 years in the construction industry, 30 years running construction equipment in grading and pipe construction. Donny has worked for the City of Norcross for nine years. A member of APWA, he has earned Certification of Public Works Management from the Carl Vinson Institute of Government. He has a Utility Manager license with the Georgia state licensing Board and is a Certified MS4 Stormwater inspector. Donny is also a National Utility Contractors Association Competent Person in Trenching and Shoring in confined spaces. Donny can be reached at 678-421-2069.
